Qixing wrote about the Interface Design competition as part of Imagine Cup 2008. Included is a podcast with Unni Ravindranathan, a Program Manager on the Expression team at Microsoft. Guidelines are pretty detailed.
“Self-contained working prototype demonstrating the interactive behavior and concept for the user interface created to run on the Microsoft Windows platform and may also use any Microsoft existing or emerging technology. ”
Yes, yes, I know. But guess what, Microsoft is sponsoring it, so it makes sense they want you to demonstrate their technologies. As a starting point for cool UX technologies and samples I’d look at:

- Photosynth
- Kaze a screensaver that moves according to the wind in your location
- Bumptop
- Any of the demoable WPF applications
